About Us

Our many years of experience in the land development industry provides us with long-term business relationships which we continue to cultivate, and our many repeat clients are happy to rely on us to fulfill their site development requirements.

Our staff includes registered Professional Engineers and Land Surveyors, plus technician and administrative support, bringing to the firm a variety of design experience and resources for accomplishing project tasks. Our registered Designated Plan Examiners (DPE) also assist in expediting the site plan review process and shortening the overall plan approval time significantly.

RCF has a legacy of successfully delivering top-quality performance on schedule, within budget, and tailored to the individual needs of the client.

During the last 40 years, we have provided multi-disciplinary consulting expertise for governmental agencies, school boards, church organizations, utility districts and a great number of private sector developers and we look forward to continuing to use our expertise to help our clients navigate the complex and dynamic field of land development.

Graduated with a Bachelor of Science in Civil Engineering from the Benjamin M. Statler College of Engineering at West Virginia University.

Current Open Positions

Process and review field data, including GPS, total station, and level measurements. Draft survey drawings, exhibits, and maps using CAD software (AutoCAD Civil 3D or Carlson). Prepare boundary, topographic, ALTA/NSPS, construction, and as-built survey documents.
Leading complex land development projects from initial concept through construction closeout, providing strategic oversight and ensuring delivery of high-quality, cost-effective solutions. Work within a team of professionals in developing engineered site/grading plans and specifications for a multitude of residential, commercial, industrial, and institutional projects.
Lead and manage the survey department, including surveyors, field crews, and technicians. Oversee survey project planning, scheduling, budgeting, and execution. Ensure compliance with state and local surveying regulations and professional standards.
Work within a team of professionals in developing engineered site/grading plans and specifications for a multitude of residential, commercial, industrial, and institutional projects. Utilize technical skills in stormwater management, hydraulics, hydrological analysis, earthwork evaluations, grading and other site development related skills to assist with the preparation of subdivision, site, and infrastructure design.
